To create a Boot Warning Message for XP

The first step is to click Start Run and then type regedit. Now navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\ Windows\CurrentVersion\Winlogon if your using windows 9x or Me. If your using windows 2000 or xp go to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon. Next, either find or create the string value LegalNoticeCaption. To create the string right-click a blank spot in the right-hand panel and select New String Value then type LegalNoticeCaption and hit enter. Next, once again find or create another string value named LegalNoticeText. Double-click LegalNoticeCaption. In the Value data box, type the text you want to appear in the message's title bar, and press Enter. Next, double-click LegalNoticeText, type your message in the Value data box, and press Enter. Now restart your computer to see the effect. Note: always make sure to back up the registry before making any changes.
