Hide the Display Background Page

To Hide the Display Background Page which will prevent anyone (or just the current user) from changing the background by using the Display Panel, open the registry and Navigate to either [HKEY_CURRENT_USER SoftwareMicrosoft\Windows\CurrentVersionPolicies\System] or [HKEY_LOCAL_MACHINE\SoftwareMicrosoft\Windows CurrentVersionPolicies\System] and then either modify or create a new DWORD value named NoDispBackgroundPage and set the value data to 1. Now exit the registry, and restart your computer for the change to take effect.
