Unable to Change desktop wallpaper in Windows Vista

SUMMARY

Soultions

  1. Click Start and Click on Control pannel
  2. Click Ease of Access Center -> Make the computer easier to see.
  3. Check turn off all unnecessary animations (When Possible)
  4. Check remove background images (where Available)
  5. Click Save and Exit

This should resolve the issue, if not then you need to modify registry settings.

How to back up and restore the registry in Windows

  1. Click Start and click Start Search
  2. Type Regedit and press Enter
  3. Navigate the following registry path:

    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\policies
  4. Right Click on Policies-> Click New> Key>Name it as ActiveDesktop
  5. On Right hand side Right Click New> DWORD> Name it as NoChangingWallPaper
  6. Double click on NoChangingWallPaper
  7. The DWORD value 1 will restrict change in desktop wallpaper. To allow change give it a value as 0
  8. Restart the Computer
